(3.1) People who "dream by night" dream in the "dusty recesses of their mind", that is, they have vague, unrealistic fantasies while asleep. When they wake up, they realise those dreams were mere "vanity", empty and worthless, and nothing comes of them.

(3.2) Dreamers with "open eyes" are considered dangerous because they dream consciously and with determination. They do not merely imagine; they act on their dreams and "make them come true". Such people can change the world, challenge the established order and achieve what others think impossible, which is why they are called "dangerous".

(3.3) "Recesses" suggests the deep, hidden, remote parts of the mind. The word, together with "dusty", gives the impression of neglected corners where forgotten, unused and unrealistic thoughts lie buried, far from conscious action.
