By "Life is a broken-winged bird / That cannot fly", the poet means that a life without dreams is like a bird whose wings are broken. A bird with broken wings cannot rise, move freely or reach anywhere. In the same way, a person who has lost his dreams loses hope, purpose and direction, and cannot rise above the hardships of life.
