মি. X এমন একজন কৃষক যিনিশিক্ষিত এবং যার খামারের আয়তন বৃহৎ। অপরদিকেমি.Y এমন একজন কৃষক যিনি অশিক্ষিত এবং যার খামারের আয়তন ক্ষুদ্র। মি.X এবং মি. Y উভয়ে কৃষিদ্রব্য উৎপাদন করে সুনাম অর্জন করেছেন। মি.x বিভিন্ন প্রয়োজনে বাংলাদেশ কৃষি ব্যাংক, সমবায় ঋণদান সমিতি ইত্যাদি থেকে স্বল্প সুদে ঋণ গ্রহণ করেন। অপরদিকে মি. Y বিভিন্ন প্রয়োজনে স্বয় সময়ে এবং সহজে বন্ধু-বান্ধব, দোকানদার, গ্রাম্য মহাজন থেকে ঋণ গ্রহণ করেন।

মি. 'A' একজন আন্তর্জাতিক খ্যাতিসম্পন্ন তৈরি পোশাক ব্যবসায়ী। তার তৈরি পোশাকের সুনাম বিশ্বব্যাপী। তার কারখানায় শ্রমিক সংখ্যা ১,২০০ জন এবং তার স্থায়ী সম্পদের মূল্য ৫০ কোটি টাকার অধিক। তিনি তৈরি পোশাক রপ্তানি করে প্রতি বছর প্রচুর পরিমাণ বৈদেশিক মুদ্রা অর্জন করেন। অপরদিকে মি. 'B' তার পরিবারের সদস্যদের নিয়ে দেশীয় কাঁচামাল ব্যবহার করে দ্রব্য উৎপাদন করেন। তার স্থায়ী সম্পদের মূল্য ১০ লক্ষ টাকার কম। এই উৎপাদন ব্যবস্থার মাধ্যমে তিনি এবংতার পরিবারের সদস্যরা আত্মকর্মসংস্থান সৃষ্টি করেন।

বাংলাদেশ একটি উন্নয়নশীল দেশ। এ দেশের রপ্তানি পণ্যের তুলনায় আমদানি পণ্য বেশি হওয়ায় বাণিজ্য ঘাটতি হয়। আমদানি করতে আমাদের প্রচুর বৈদেশিক মুদ্রা ব্যয় করতে হয়। সঠিক পরিকল্পনা ও তার বাস্তবায়নের মাধ্যমে বেশি কিছু দ্রব্য আমদানি না করে নিজ দেশে উৎপাদন করা গেলে বাণিজ্য ঘাটতি দূর, কর্মসংস্থান সৃষ্টি, বৈদেশিক মুদ্রা সাশ্রয়সহ স্বনির্ভরতা অর্জন করা সম্ভব। যেমন: বিভিন্ন ফলের রস, জেলি ও চামড়াজাত বা প্লাস্টিকসামগ্রী দেশে উৎপাদন করে চাহিদা পূরণ করেও রপ্তানি করতে পারি। এ ব্যাপারে সরকার বিভিন্ন পদক্ষেপ গ্রহণ করেছেন।

বিশ্বের বিভিন্ন দেশে জনসংখ্যা দায় নয় সম্পদে পরিণত হয়েছে। ফলে সে সমস্ত দেশ উন্নত হয়েছে। বাংলাদেশ সরকারও এদেশের আয়তনের তুলনায় অধিক জনসংখ্যাকে মানবসম্পদে রূপান্তর করতে বদ্ধপরিকর। সরকার শিক্ষাব্যবস্থাকে যুগোপযোগী করতে সচেষ্ট। কারিগরি ও বৃত্তিমূলক শিক্ষা সম্প্রসারণে সজাগ দৃষ্টি দিয়েছে। শিক্ষিত অম্ল-শিক্ষিত যুবকদের প্রশিক্ষণ প্রদান, ঋণ প্রদান ও বিদেশে কর্মসংস্থানের ক্ষেত্রে সহায়তা করেছে। সরকারের বিভিন্ন সীমাবদ্ধতা সত্ত্বেও জনগণের সচেতনতা বৃদ্ধি পেলে বাংলাদেশের জনসংখ্যা মানবসম্পদে পরিণত হবে।

একটি দেশের ভোগ্যপণ্যের দাম ও পরিমাণ নিম্নরূপ:দেশটির সরকার পরিস্থিতি নিয়ন্ত্রণের জন্য কর হার এবং ব্যাংক হার বৃদ্ধিসহ নানা ধরনের পদক্ষেপ গ্রহণ করেছে।

একটি দেশের সরকার ব্যয়ভার মেটানোর জন্য আয়কর, VAT, ভূমি রাজস্ব,যানবাহন কর, আমদানি শুল্ক, আবগারি শুল্ক, নন-জুডিসিয়াল স্ট্যাম্প, রপ্তানি শুল্ক, প্রশাসনিক ফি, সম্পূরক শুল্ক ইত্যাদি থেকে 'আয় করে। এছাড়াও ব্যয় সংকুলান না হলে দেশটি সহজে এবংস্বল্প সময়ে কেন্দ্রীয় ব্যাংক থেকে ঋণ গ্রহণ করে। কোনো কোনো সময় দেশটি বিশ্বব্যাংক থেকে স্বল্প সুদে এবং দীর্ঘমেয়াদি ঋণ গ্রহণ করে।
