'A' ও 'B' ব্যক্তির প্রত্যেকের একটি করে খামার রয়েছে। 'A' ব্যক্তির খামারে বাজারজাতকরণ ব্যবস্থার প্রয়োজন না পড়লেও 'B' ব্যক্তির খামারে বাজারজাতকরণ ব্যবস্থায় অসংখ্য প্রতিনিধি নিয়োগ করা হয়। এছাড়া প্রথম ব্যক্তির খামারে বহুবিধ ফসল উৎপাদন হলেও উপকরণের কাম্য ব্যবহার সম্ভব হয় না। কিন্তু দ্বিতীয় ব্যক্তির খামারে একটি বা দুটি ফসল উৎপাদন হলেও উপকরণের কাম্য ব্যবহার নিশ্চিত হয়।

পাট, বস্ত্র, চা, চামড়া ও তৈরি পোশাক শিল্পসমূহ তাদের উৎপাদিত পণ্য ও সেবা বিদেশের বাজারে বিক্রির উদ্দেশ্যে গড়ে ওঠে। অন্যদিকে এমন কিছু শিল্প রয়েছে যা পৃথিবীর অপরাপর দেশ হতে ক্রয়কৃত পণ্য ও সেবা হ্রাস এবং উক্ত দ্রব্য দেশের অভ্যন্তরে উৎপাদন ও যোগান দেয়ার উদ্দেশ্যে গড়ে ওঠে। তবে দু'ধরনের শিল্পই দেশের অর্থনৈতিক উন্নয়ন ও বেকারত্ব নিরসনে গুরুত্বপূর্ণ ভূমিকা পালন করে।

ক' দেশটি পৃথিবীর ঘনবসতি দেশগুলোর মধ্যে অন্যতম। ২০২৩ সালের হিসাব অনুযায়ী দেশটির মোট জনসংখ্যা ১৭,০১,৪৮,২০১ জন এবং আয়তন মাত্র ১,৪৭,৫৭০ বর্গকিলোমিটার। জনসংখ্যার ঘনত্ব অধিক হওয়ার পিছনে দেশটির ভূ-প্রকৃতি, জলবায়ু, ভূমির উর্বরতা, মানুষের খাদ্যভ্যাস, কুসংস্কার ও চরম দারিদ্র্য ইত্যাদি বিষয়গুলো নিয়ামক হিসেবে কাজ করে।

মুদ্রাস্ফীতির ফলে ভূমিহীন কৃষক, গরিব জনসাধারণ, মধ্যবিত্ত, চাকরিজীবী ও সীমিত আয়ের লোকদের পক্ষে জীবনযাত্রা নির্বাহ করা খুবই কঠিন হয়ে পড়ে। এমতাবস্থায় সংশ্লিষ্ট কর্তৃপক্ষ মুদ্রাস্ফীতি নিয়ন্ত্রণে সরকারি ব্যয়, ব্যাংক হার পরিবর্তন, কর, খোলাবাজার নীতি, সরকারি ঋণ ও নগদ জমার অনুপাত পরিবর্তন ইত্যাদি হাতিয়ার ব্যবহার করে থাকে।

'ক' দেশের বাণিজ্যের ক্ষেত্রে উৎপাদনের উপকরণসমূহ অত্যন্ত গতিশীল, বাণিজ্য নীতির কোন পরিবর্তন হয় না এবং মানুষের রুচি ও পছন্দেরও তেমন কোন পার্থক্য থাকে না। অন্যদিকে 'খ' দেশের বাণিজ্যের ক্ষেত্রে প্রাকৃতিক সম্পদের বৈশিষ্ট্যগত যথেষ্ট পার্থক্য বিদ্যমান, ভোগের পরিমাণ ও ভোগ অভ্যাস পরিবর্তিত হয় এবং মুদ্রা ও ব্যাংক ব্যবস্থার পার্থক্য পরিলক্ষিত হয়। তবে উভয় বাণিজ্যই যে কোনো দেশের অর্থনৈতিক উন্নয়ন ও মানুষের পারস্পারিক চাহিদা পূরণে অত্যাবশ্যকীয়।

একটি দেশের সরকার নিজ দেশের জনগণ, ব্যাংক ব্যবস্থা, নন-ব্যাংক আর্থিক প্রতিষ্ঠান থেকে ঋণ গ্রহণ করতে পারে। আবার বিদেশি ব্যক্তি, সরকার ও আর্থিক প্রতিষ্ঠান থেকেও ঋণ গ্রহণ করতে পারে। আর্থ-সামাজিক অবকাঠামো নির্মাণ, ঘাটতি বাজেটে অর্থায়ন, সঞ্চয় ও বিনিয়োগ বৃদ্ধি এবং সামাজিক কল্যাণ সর্বোচ্চকরণ ইত্যাদি লক্ষ্যে কোনো দেশ এ দুটি উৎস থেকে প্রায়শই ঋণ নিয়ে থাকে। তবে উভয় উৎস থেকে গৃহীত ঋণের সুবিধা যেমন রয়েছে তেমন অসুবিধাও রয়েছে।

বৈশ্বিক উষ্ণতা বৃদ্ধি ও জলবায়ু পরিবর্তনজনিত প্রভাবে সমুদ্র পৃষ্ঠের উচ্চতা ও লবণাক্ততার হার বৃদ্ধির ফলে উপকূলীয় অঞ্চলে কৃষির বিভিন্ন উপখাত যেমন ক্ষতিগ্রস্ত হচ্ছে তেমন জনজীবনও বিপর্যস্ত হচ্ছে। তবে বর্তমানে বিভিন্ন প্রযুক্তি উদ্ভাবন ও প্রয়োগের মাধ্যমে ক্ষয়ক্ষতির পরিমাণ হ্রাস ও সৃষ্ট সমস্যা থেকে উত্তরণের প্রচেষ্টা অব্যাহত আছে।

জনসংখ্যা বিষয়ক বহুল প্রচলিত দুটি তত্ত্ব রয়েছে। এর একটি তত্ত্বে শুধু অতিরিক্ত জনসংখ্যাকে সমস্যা হিসেবে চিহ্নিত করলেও অন্যটিতে অতিরিক্ত ও নিম্ন জনসংখ্যা উভয়কেই সমস্যা হিসেবে চিহ্নিত করা হয়েছে। এছাড়া প্রথম তত্ত্বে নৈরাশ্যবাদের কথা শুনালেও অন্যটিতে আশার কথাও শুনিয়েছেন।

বাংলাদেশের মতো উন্নয়নশীল দেশের অর্থনৈতিক উন্নয়নে বৈদেশিক সাহায্য এবং বৈদেশিক বাণিজ্য উভয়ই অপরিহার্য। পর্যাপ্ত মূলধনের যোগান, বৃহৎ অবকাঠামো বিনির্মাণ, প্রযুক্তি ও বিশেষজ্ঞ জ্ঞানের অভাবপূরণ ইত্যাদি ক্ষেত্রে বৈদেশিক সাহায্য প্রয়োজন। আবার অভ্যন্তরীণ সম্পদের কাম্য ব্যবহার, দেশের প্রয়োজনের প্রতি গুরুত্ব বৃদ্ধি, স্বাধীনভাবে উন্নয়ন পরিকল্পনা গ্রহণ ও বৈদেশিক নির্ভরশীলতা হ্রাসসহ বিভিন্ন ক্ষেত্রে বৈদেশিক বাণিজ্য অত্যন্ত গুরুত্বপূর্ণ। তবে বৈদেশিক সাহায্য গ্রহণে সতর্ক না হলে দেশের স্বাধীনতা ও সার্বভৌমত্ব হুমকির মুখে পড়তে পারে।

সরকারি অর্থব্যবস্থায় দু'ধরনের ব্যয় লক্ষ করা যায়। কেন্দ্রীয় সরকার জাতীয় স্বার্থকে বিবেচনা করে বিভিন্ন খাতে অর্থ ব্যয় করে থাকে। অপরদিকে ইউনিয়ন পরিষদ, গ্রাম পরিষদ, পৌরসভা, উপজেলা পরিষদ, জেলা পরিষদ প্রভৃতি স্বায়ত্তশাসিত সংস্থাসমূহ স্থানীয় সমস্যাবলি সমাধানের লক্ষ্যে অর্থ ব্যয় করে থাকে। উভয় ব্যয়ের মধ্যে কিছু পার্থক্য থাকলেও উভয়ে একে অপরের পরিপূরক।
